把B取非:被认为是浪费的高速公路项目大部分是都在执政党的管辖范围内。那么总统连自己管辖的项目都要取消,自然是以预算为考虑,而不是党派斗争了。这个不是取非加强了么?

就是说cancel的都是在反对党的管辖区域,说明,就是在搞党争。weaken
