毫无疑问是E啊，没争议啊！
首先，动词应该是is而不是are，这是因为这是倒装，真正的主语在be动词后面，也就是the rate。

是E。C错因为as seen in the rings visible in the cross sections of their trunks不是修饰sunspot cycles的
