Why is D?

D---to hold---indicates the purpose---but it’s not saying the purpose

Why not B?

with 引导状语从句逻辑主语为immigrants 这显然不合理不能说移民有一个什么样的法律

至于D 我没信心告诉你为什么对

Make it adj for sb to do something 的用法你应该见过的不是每个不定式都表示目的建议你复习高中语法中关于非谓语三大形势中的不定式的用法
