答案是D，虽然但是选对了。但是现在发现D也有问题。那个a decade ago会不会有歧义啊：到底是在a decade ago就down from 还是那个three-quarters是decade ago的？

大家来看看那？

第一个解释从句以上不通，前面用的是现在时说明不到一半是现在的数据，怎么能10年前就已经从四分之三降到了一半？

另外要表达第二个意思貌似也找不出更有效简洁的方式了...逻辑上判断吧
