这道题是考多重修饰成分如何分配放置表达起来最有效。这里区别下A与C：according to its proponents这个最好放到句首，gmat往往喜欢把这种介词结构放句首，这里面逻辑主语也正确没问题。by skimming along the top of the atmosphere是表达方式，通过。。。来达到aircraft could fly。。。这样的结果，表示手段或者方式只可以用by不可以用with。
