答案是D，但是没有弄明白最后3项到底是谁和谁并列，including /establishing/closing/requiring??还有不明白，including在这做什么成分？

including是介词，我也是查字典才知道的，后三项是并列，including 修饰remedies，并列的问题多从句意判断

请问这里including 为什么修饰remedies而不是a study，判断V-ing引导的分词短语是不是可以根据意思来定？

我觉得是，现在分词有时修饰主语，有时修饰就近名词，确实要从句意判断，不过including这里是个介词，好像就近修饰合理些

B 里面的which 非限制性定语从句修饰对象一般尽量不要跳跃，而本题which 是指remedies，不是紧跟的shark population.而including可以跳跃修饰。
最重要的是后面应该是即使可以用which, 后面动词也不应该是单数。

恰好including不是和closing, requiring平行的。而是establishing和closing, requiring平行。

我觉得是，现在分词有时修饰主语，有时修饰就近名词，确实要从句意判断，不过including这里是个介词，好像就近修饰合理些

which就只能修饰就近名词，是这样吗？
