请教一下各位高人，答案为什么是D呢？B错在哪里呢？which指代cost不行吗？

介词+which 后应该接 S V O（完整句子）
B选项因没有主语所以错

个人觉得C还比较好……但是有人认为compare to 修饰主语比较好，所以C不考虑……
B的话，被动语态不能倒装……
想了半天，如果D对的话，那就是看成law提出的内容的对比，被动语态比较明确……但是这题真的很trick……

Compare to不能表达比较的意思吧, 要比的话,应该是compare with.
我是这样排出compare to的

貌似GMAC不太prefer compare 来做比较

貌似campare to 是比喻的意思，故前后应是不同种类的事物；而campare with才是比较的意思，前后同类
