标题: 再次请问GWD6-8

Many financial experts believe that policy makers at the Federal Reserve, now viewing the economy as balanced between moderate growth and low inflation, are almost certain to leave interest rates unchanged for the foreseeable future.

这题之前讨论过，可是却有几个问题没有解决，就是 AvantasiaNN 提出的为什么 viewing没有修饰Federal Reserve 的嫌疑。根据以前的讨论得出的是D的错误要比A多，所以D错。

但是我想请问：1，我知道view as 是对的，但是view to be 是错的吗？2，这句话后面有foreseeable future，为什么用将来时就是错的呢？3，既然以前有人认为A中的 balanced后面省略了economy，那为什么D中的low inflation前面不可以省略that of 呢？

最后最重要的一点就是，D中的who 从句中的谓语是view，复数，即清楚地表明了是修饰policy makers 的，不是修饰Federal Reserve的，而A中虽然viewing可以没有修饰主句主语的嫌疑，（因为在定语从句中），却还是有修饰federal reserve的嫌疑啊！！

我写的有点混乱，但是这个题有诸多问题都未得到解答，请赐教！！！不盛感激！

偶也做错了选了D。ing的陷阱啊。

我理解如下：
1. believe that之后的宾语从句使得句子结构非常清晰，中间出现的ing没有歧义，不会跳出that来修饰experts的，这也是为什么我们说宾语从句后面的that不能省略。

2. view as是idiom，我不是nn，也不确定view to be是否错误，所以不以这个为排除点。另，牛津里的例句This behaviour is not viewed as acceptable. 所以balanced的后面是否有省略也不好说。

3.that of 我做的时候真是眼拙没看到，太阴险了，如果看到了我肯定不选的。that指代什么啊。

4. will be的使用为什么错呢，我想想应该是已经有了be to do表示将来，没有必要再用will。

5. 最后我想为什么这道题出题人优先使用ing而不是非限制性定语从句呢（其实他们已经避免让这成为一个考点，所以给D那么多错误）？一个可能性是now ing 和 be to do in future对比清晰明了。
