答案是E，但是有两个疑问，1. 为什么要用现在完成时呢，题目里没有明显的时间标志要用现完啊；2.E中加亮部分不会引起歧义吗，因为既可以理解为uncontrolled deep-sea 和coastal netting并列，也可以理解为uncontrolled修饰deep sea and coastal netting.

其他几项错误都非常明显，一般不要单凭时态对错来排除选项，除非是非常明显的时态错误，感觉应该是个effiectiveness的问题

另外，uncontrolled deep-sea and coastal netting意思很清晰啊，翻译过来是：不受控制的深海和沿海捕捞（随便翻的，将就着看），不会像MM说的理解成uncontrolled deep-sea（不受控制的深海）和coastal netting并列，这两者逻辑上不可能并列
