B. 已经有很多年没有出现因为这个规定导致雪雁狩猎期提前结束的情况。

潜台词是狩猎人之前已经有很多年对雪雁的狩猎都没有没有在狩猎期内到达总雪雁数量的5%。也就是即使你把这条线划到10%，人家还是达不到5%这个目标，从而对整体没有任何影响。
