Scientists are continually redefining the standards for what is beneficial or harmful to the environment. Since these standards keep shifting, companies should resist changing their products and processes in response to each new recommendation until those recommendations becomes government regulations.
我想写成分情况。如果有利的地方大大多于潜在的危险，那么就应该继续生产。比如日本的风力发电机，虽然有人反映附近的人不太舒服，可能由于风力发电机的次声波，但由于风力发电机大大节省能源，等政府收集到更多的数据后再说。
但有些潜在的危险更大。所以应该马上改进产品，因为政府的法规往往很滞后。这个我实在找不到例子了～不知道你们有没有例子呢？
另，想请教一个英文的说法，不能简单的一概而论，而应该分情况讨论，用英文怎么说啊？
