看了大家的解释再加上我自己的解释~
1。it is ……that，是强调语气，一般不改的。这个it应该是没有指代对象的吧，只是一个强调语气。但是我OG11版里有看到一道题目，后面的解释是说'it is ……that' wordy还是什么的，忘记了，等到再看到的时候再发把。
2。C的话如果要用，应该是 it is so debilitating as to become an economic，is it不能放中间把~
