答案是B 一开始想的是主语是costs，因为要用they，确切地说是then they were，只有B可以

后来一想主语是costs吗？应该是proportion?

希望是我脑子短路...

为啥LZ会认为主语是proportion? 第一次的思路正确的嘛...
