答案是E，
为什么要将former去掉呢？

Reason:
I assume that Joan Philkill did the things mentioned during the entire time that she was a member of the planning board, and not (just) when or because she was the former chair of the planning board.

As the former chair of the planning board for 18 consecutive years 当了18年前主席，逻辑意思错了，应该是当了18年主席，现在不当了，现在变成前主席了，不知解释可否
