分词结构修饰谁取决于它做什么成分,一般情况下如果是作同位语,主语同位语在主语前/后,作宾语同位语在句尾。但是与被修饰词在句中的位置无关
所以在这题中,viewing是修饰宾语从句的主语 policy makers

如何快速判断呢?当时我做这题时,按照一般的语法习惯,分词紧跟所修饰名词,因此认为A、B均错并选择C,因为Who可指代policy makers,而viewing 修饰 who,即修饰 policy makers....麻烦指点一下C的错误好不好?万谢!!

引用jacy:前面有逗号,优先做状语,如果n+doing,没有逗号, 则优先作定语.
引用lyricling:分词作定语与定语从句作定语是有一定区别的。分词作定语表示长期,持续,一贯的动作;而定从则表示一个具体的,一次性 的动作,分词前加逗号作定语修饰前面的名词,这样的结构一定是有的。但这样的结构通常不出现在句末。新东方补充材料有一例出现在句末,但也是与过去分词并列作定语,修饰前面的名词。个人以为具体做哪种成份,最好还是从意思上去判断。
highlight部分应该说的就是这个结构:....n., including...
