此题选B，我做错了，因为一开始找不到B选项的谓语在哪儿，请教大牛……

主句的谓语动词是rose

B选项的从句谓语是would (more than) double

that从句是对expectation作解释的，所以用that 而不用of，expectation是预计，故用would过去将来时态；而且the 1.4 percent growth rate已经和前面的比较对象对等，不需要用that of的
