恩，第一题是因为一般HAVING很少做状语或者伴随，放在句末。其次，这是一个并列句，即sb.,who....,and who...

28： so...that结构排除ADE，the ice cap是单数，系动词和前面的are不同，该用is，故不能省掉，选B
31：one of + 可数名词复数，后面的定语从句修饰的是of后的名词
        the only one of + 可数名词复数, 后面的定语从句修饰的是of前的名词
        故B应该为：which are a part of
