表目的时用to do结构，所以B错

why B is wrong?

还是没明白D为什么是正确的

我理解的是：decide和前面的examine并列using。。。是状语，修饰decide

不理解的是B里面的they是不是指代不清？decide in应该是 decide to，除此外B还有哪里错了？
