答案选B我知道，我想问一下C错在哪？ OG的解释是这里一定需要are,为何呢？

因为是两个动作相比较。是C和M的becoming在进行比较，所以需要are。如果没有are，就变成了C和M两个东西在比较，不符合语意。

关键是are为何不能省？省了为何不并列了？这里省掉并没有产生歧义啊～

"and"明顯的是要2個主句並列.
B造成1個主句和1個名詞並列.

因为是倒装，modems are so too.是跟前句话并列的。后面的那个是the devices 是修饰 modems的。

前一个be是助动词，后面的be是系表结构, 所以不能省略
