标题: 菜鸟的问题,希望大家能给予指导

我在看XDF的视频教学，语法中有一个规则就是动词>形容词>抽象名词>分词>从句,本人打的匆忙，可能有些单词打错，还请见谅.我想请教下，就是这个aimed是对应上面那个规则的动词，还是过去分词呢？视频上说，aimed这个动词显然要比aim这个名词要好，那如果是过去分词的话不就没有aim好了？这题答案很简单，主要这个东西，我有点搞不懂，还请GGJJ们赐教下，不胜感激

The Baldrick Manufacuring Company has for several years followed a policy aimed at decreasing operation costs and improving the efficiency of its distribution system.

A.aimed at decreasing operation costs and improving

B.aimed at the decreasing of operating costs and to improve

C.aiming at the decreasing of operating costs and improving
