C中，those和base不能形成对比

大概意思是：

所谓的，通过对（污染或不可再生的燃料的使用）罚款的绿色税，正在对（环境和自然资源）基础像中国，荷兰和匈牙利一样丰富的国家产生积极的影响。

多谢，补充点点,在PREP详解看到的：

A as varied as B，A和B要平行

在这里，varied后置定语修饰countries,所以划线部分是国家和国家的平行。

我之前理解错误，和tax找平行了。。。。
