16. In 1986, the city of Los Diablos had 20 days on which air pollution reached unhealthful amounts and a smog alert was put into effect. 答案：B。我觉得B可以解释啊，因为空气污染物ozone and carbon monoxide是由gas spectrography测量的。B说更好的测量工具在1988年末被发明出来，那样可以解释为之前的空气污染的数值是不准确的，在更准确的测量下，证实了其实空气污染在新的control measures下得到了改善。为什么B是错的呢？请大牛指教：）

a far more accurate gas... was invented，是好事还是坏事? 1988年的39次alerts是这个新装置造成的么? 这两个问题，都要回答清楚，才能达到题目要求。

有道理，其他几个选项都是直接指出原因，只有B太含糊。谢谢指教：）

我刚刚重新看原来不会的这道题，发现又有问题了。我现在怎么觉得应该选D选项了呢？请nn多多指教，帮我把这道题的B和D重点分析下！
