答案为C，无异议。只是有个语法点想确认一下。

答案指出rise本身可作为名词，其名词形式不需要用the rising代替。那么是否此题修改成the rise of cost也是正确的呢？

rise of 中的rise是崛起、强大的意思

longman DOCE 给出的解释

example:the rise of fascism;the rise of Napoleon

没有C好，the rising cost强调rise这个过程正在进行中，若改为rise就没这个意思了
