标题: 白勇习题解释质疑

有一道题具体如下: A representative of the Woman's Bureau of the United Stated Department of Labour contends that employment who offer benefits which permit that employees can balance home and work responsibilities better, realizing gains in attendence, recruiting, and retention.

其中BC选项为:B. which permit employees balancing home and work responsibilities better will realize

                          C. that permit employees to balance the responsibilities of home and work better will realize

书中给出的答案是C,解释为permit的习惯用法是permit sb to do sth, permit sb doing, permit that 和 sb be permitted sth是“永远错”的。

但是牛津高阶英语词典中有这样的例句:We were not permitted any contact with each other.

which -- usually need a comma in front because it is nonrestrictive clause, which means the information in the clause is extra to the sentence.
that -- usually follows the previous noun closely because the information in the "that" clause is needed for understanding the sentence.

C is better because the infinitive "to do" makes the objective of the action clear.

Also, i think in B, the better is misplaced because it could be adj and modify the noun "responsibility"
I am not sure, open to discuss
