B.will also make

C.to make

D.must make

E.must then make

require不是虚拟语气标志词吗？那后面动词应该接原型make吧？可答案怎么是C呢？

require sb to do sth的结构也是有的而且不定式表目的很简洁

require that 后面才要加虚拟语气。。。这道题目没有that。。。
