the second 为什么是judgment 从什么看出来的呢

原文中有两处可以说明the second是judgment。

一、从原文大意，可以看出，这是一段对argument进行evaluate的题。既然有evaluate，就要有judgment.

二、原文第二句开头就有“That plan is ill-conceived：”，这就是judgment.冒号后面的内容都是说明这种judgment的basis。
