我认为本题的关键在于到底是用seem还是seemed。


原文的比较对想是:charter vacations often turn out to cost $$$ 和 charter vacations originally seem/seemed to cost $$$,在这样一个比较中,originally在时间上暗示了其发生在turn out之前,所以用seemed强调了两者的时间先后关系。至于B中seem后的to,我认为不是关键问题,不加无非是简洁一些。
