E为什么不可以？看了许久，我是这么理解的：E选项中each变成修饰600rooms。而在each后加了逗号，则变成修饰structures。
我觉得楼主的理解差不多，不过我的意见是，E最主要的问题在于
1.on a spectacular scale "特大规模地",是固定搭配，后面没有of；而on a scale of 是“在什么范围内”的意思，比如on a scale of 1 to 5.
2.had been，这句话一直用过去时，没必要在用一个过去完成时。
3.structures of ...让人confused。
