.Choice A is best. In choice B,should is illogical after requires or at least unnecessary

I have the following two questions

(1) ETS's explaination: why "should" is illogical?

(2) "that" in choice A 做什么成分？是引导宾语从句么？真正的主语是 “Pay”

(1) ETS's explaination: why "should" is illogical? ----->>> just remember it! the rule applies to any subjunctive mood

(2) "that" in choice A 做什么成分？是引导宾语从句么？---> yes, here 'that' can not be ommitted

关于分词和定语从句的修饰：

从此题中可以看出分词一般是就近原则，而从句则不是，联系OG85,86可以看出，定于从句修饰的原则是不出现歧义。
