答案选D，可是我觉得这里it指代不清啊，为什么选这个答案呢？B为什么不可以，"their"可不可以表示jet skis, water bikes?请各位NN看看。

From the meaning of the main sentenance: 'it' should refer to 'the ban', and 'the ban' violated state law. So that,'the ban' was overtuned. Any other ideas?

it 應該是指代 a judge.   從句意著手.

of  是介係詞，介係詞後只能跟名詞，所以A,B都不對，因為最後一句話是獨立子句(S+V+O)，所以必須接that作為連接子句之用.E邏輯不通，是Ban violate原來規定可以xx的法律.最後剩下C,D,因為D的時態與前面一致，所以D比較好。
