答案是B。原文说因为害虫袭击导致棉花产量下降进而导致价格上升。如果新的不昂贵的杀虫剂可以杀死这些害虫，那产量就会上升，价格就会下降。这样growers想take advantage of the high price的计划就泡汤了。因此选B。

但是C也可以削弱啊，因为没有sharp increase demand，所以农民种了以后就会使supply 更多，价格下降啊，那么这么一来不就阻碍了他们take advantage of high price of cotton的设想了吗？请大侠给解答下啊

C不行。

因为前提是：Insect infestations in certain cotton-growing regions of the world have caused dramatic increases in the price of cotton。棉花产量减少而需求没有被减少。因此如果此时增产就可以赚钱。

No impact. They do not need to pay HIGHER price for cotton goods. As long as the consumer pay the CURRENT price of cotton goods, then the plan for the switch will work. Therefore, D is not a weakener.

我加一句，题目中已经说了 “...have caused dramatic increase in the price of cotton on the world market"，这个是个既定的事实，说明作者在说这句话之前已经把demand，price等因素已经都考虑到了。因此，任何想要削弱这句话的答案都不对。
