Newspaper editorial:

In an attemp to reduce the crime rate ,the governor is getting tough on criminals and making prison conditions harsher.Parter of this effort has been to deny inmates the access they formerly had to college-level courses .However,this action is clearly counter to the governor's ultimate goal,since after being released from prison,inmates who had taken such courses committed far fewer crimes overall than other inmates.

本题是措施：had to college-level courses 达目的：inmates who had taken such courses committed far fewer crimes overall than other inmates.问假设：要能达到目的，我要排除我读大学课程的犯人是因为读了课程而达到目的，不是犯人本身就犯罪可能性的小的这个因素。这样才能促成这个措施有效。
