主谓不一致

A的结构：

Their compliance (主語是单数）with laws (后面是修饰law的，不管） protect（错！） adult sea turtles.

明白了，我一直纠结为什么that从句就不好，就算that正确，protect也用错了，谢谢MM！

接这题问下 to do 和 doing

compliance with laws requiring 伴随，表示law的内容

compliance with laws to require 表示目的

可以这样理解吗？

那为什么不能选E？遵循法律是为了require ...devices
