A survey of entrepreneurs who started companies last year shows that while virtually all did substantial preparatory research and planning, only half used that work to produce a formal business plan.  Since, on average, the entrepreneurs without formal plans

答案是C，我选了D，D说其实是做了planning的，为什么我的思路老是与正确思路南辕北辙呢？！

C is the answer. I guess you misunderstood the answer. Trickly C attributes the reason why the firms without formal business plans can succeed to long-standing business relationship instead of no formal business plan. In other words, it's because that their special business relationship conviences the investors to put capital in their firm, not because they do not produce formal business plan.

Plus it won't make sense that a firm can be more successful without plan than with it.
