答案很容易选 C

但是，在 but 后，应该是个分句，可是这个分句的谓语动词在哪里啊？

省略了

it should be like this:

but not of other nonhospital services, for which beneficiaries must pay 20 percent of the costs = but not ( the full cost) of .....

这个分句的谓语动词就是前面的 cover, 因为这是平衡句。
