GWD-24-38.

ocean, while causing the pollution of the city’s beaches.

答案选C. 我也认为C表达很好，但是its cargo后面不是缺少谓语was吗？

求高人指点，不甚感激！

leaked是active verb..

我刚查过，leak做油气等的泄露是不及物vi，消息的走漏是及物动词vt.

active verb是主动动词,及物动词是transitive verb..

就因为是vi，更不能用be动词啊~

同理，the sun rises, rise是vi....
