B和E哪个好呢

at a cost raising water bills so high that 当然好，raising简洁，so...that导致的后果，是成本导致水费高这件事导致。。。

whose cost will raise water bills so high that 句子重心变了吧？成了使水费增加的项目导致。。。。

当然E. movies, fewer than the ones好，movie前面的句子是同位语，fewer延续同位语前面的句子

B不行，fewer修饰说明movie这句了。
