嗯，对的，regulate 总起后面三个动作，而不能并列。

这题选E？

如果理解成为B的话会有个错误~

含义上面的错误，就是regulate其实是总起，并没有提及具体的内容，而后面的几个动词的引导才是真实的regulations的内容~~

含义和结构都正确才行~~而E，regulating修饰，后面三个并列解释就很好~~我也觉得可能选择E
