嗯,对的,regulate 总起后面三个动作,而不能并列。

如果理解成为B的话会有个错误~
含义上面的错误,就是regulate其实是总起,并没有提及具体的内容,而后面的几个动词的引导才是真实的regulations的内容~~
含义和结构都正确才行~~而E,regulating修饰,后面三个并列解释就很好~~我也觉得可能选择E
