Yes, notice "the first of Britain’s national museums" 作为first的museums有很多个（语义上）我把它看成 (the first of) 来修饰Britain’s national museums

Here, "first" is an adjective, "the first" means a group which characterized by " to seek ....". Actually " the first" is a collective noun, like "the young", "the old","the deaf" etc.
