答案是A，我选了D

现在我知道D的两个错误是view...to be;和that of错误

但是我很想问下这里用who是不是对的，还有后面的时态，will be，对于修饰the foreseeable future是不是对的？但是我还记得老管说过时态没有特定的标志不能随意改动。

请教NN~~

who只能指人, 而且who之前的是proper noun, 所以refer to "policy makers"是可以的.

那就是说用将来时是不对的罗？？

这里也没有必要用将来时

are有什么不对呢

还有一点，view...as

不能用view to be，所以只能在AC之间选择

这里who应该不存在指代reserve的歧义比较清楚地是在指代plicy makes 这里不是D的错误所在

view.....as 是固定搭配

haha,我来了。参考了国外的论坛，终于明白了。
B D E 固定搭配 view ...as 错误，剩下A C。将分词修饰成分CUT掉，看看句子主干，结果发现C是个fragment！！所以A 是对滴~~~

D的who now view 我觉得是没问题的。

只是will be就不对了，因为前面是now。for the near future 是用来修饰leave for 。。。的。
