选项是C 没问题我的问题是 in 后面的lost 作为形容词是修饰。。output 还是 output and revenues? 一个形容词可以修饰并列的两个名词吗？

一个形容词可以修饰并列的两个名词，在此lost是同时修饰output&revenue的. 根据逻辑在税收方面耗费美国$N billion不合理，而应该是在税收损失方面耗费美国$N billion，因为Output和tax都是属于国家的income.
ps:事实上output跟政府税收的范围有重复，把这两个加总合计=$20 billion我不知道作者要测算啥,但这跟解题无关了.
