C??哪里错了? 原句中 increased pension benefits and a special early-retirement program 同未化线部分是从属关系可是在B中变成并列关系.地位不是改变了吗?为什么还可以接受呢

I am the same skeptical.

1, B has completely changed the original meaning by introducing a parallem.

2, 'to speed the attrition process' is less idiomatic than 'to speed up the attrition process.

3, On the contrary, C, i think, is good.

C补全也就是：

attrition will be speeded up by providing increased pension benefits and a special early-retirement program

这里providing分词短语的逻辑主语变成attrition，不合理呀~~

举个例子：

She earns her living by selling insurance.

这样的by doing才使用正确。

不过我也不是很确定，大家帮忙指正！

Agreed. So now C is more wrong than B or C has bigger mistake. ------- this is a very good point to crack SC questions. Thanks , escniffer.

but B still has flaws:

1, permits attrition 与provides increased pension benefits and a special
early-retirement program

平行？实在说不通

2， speed the process? --- could not find any support for this usage. eg:

speed up phrasal verb

to move or happen faster, or to make something move or happen faster

ￚopposite slow downThe truck speeded up going down the hill.

speed sth↔ up

The new system will speed up the registration process.

质疑一下权威：

attrition will be speeded up by providing increased 和She earns her living by selling insurance是不一样的，前者是被动语态，后者是主动语态

被动的逻辑主语是第三者，by providing的逻辑主语也是第三者，而不是attrition

而主动语态中by的逻辑主语是句子的主语

C选项错误的原因是：

(1) 不必要的被动;(2) 精确性 attrition be speeded up不如attrition process贴切；（3）可能的非限定修饰的错误
