請教一題 T4-38

Answer: B

我的理解是有一個禁菸的petition 在選民中流通,且工作人員僅是問 你要支持禁菸州立化嗎

 且這些活動式由各government office 來對外公開的。

題目是問 什麼情況之下 會讓選民誤會為 這是地方性的活動

 

答案是B 是說 因為在鄉村地方相對較少工家機關對外公布這些事情 。

是這樣子的嗎??

不太確定 

麻煩大家指教~~

前提1 一个州城市已经有禁烟法案了 

前提2 宣传只说全州请愿 禁止政府和公共场所吸烟

关键在于理解问题,对理解proposal是地方方案延伸的选民有误导,这些选民本以为这是一个延伸法案,但是如果反而是倒退就是误导了  简言之,反对法案延伸的选项对

C说州法取代地方法,地方法更严。 如果地方法更严的话,用全州这个不严的法代替地方发 就是对地方法的倒退 而不是延伸 所以答案是C 无疑

现在再翻过来看B 就有点无关的意思了 

所以如果按B说的,村里没有政府和公共场所, 那说明这个法案不适用于农村 前提1是most city有方案没说all  所以农村不行 除农村以外的其他地方至少可以施行吧? 而且我们也不知道城市原有的禁烟方案是否包括petition中关于政府和

 

这个题其实没有那么复杂,国外的论坛都是一致认为是C, 没有人提B, 直接定义为Irrelavent 。我觉得出现此情况的一个原因可能是很多同学集合某国国情了 认为政令一道基层就没用了,所以很爽。  看来白痴原则说起简单,实则难以达到阿。

不是很同意楼上的人的看法:
段落的最后一句话是 The petition advocates a state law banning smoking in most retail establishments and in government offices that are open to the public,问题是:make the petition as circulated misleading to voters who understand the proposal as extending the local ordinances statewide?既然是与extending the local ordinances statewide有关,那么就不能使法规的有效范围成为让人误解的漏洞,因为petition仅仅advocate areas open to public,所以我觉得应该是B

至于C,我觉得这个是无关选项呢,因为文中说的是和petition有关的东西能造成误解,C中说地方法律,其实联系不是很大啊
