房地产税
------------ = percentage 房地产税下降，percentage不变，所以总财产税应该要下降
总财产税
应该是这样理解吧...

这道理是归纳题，不用加自己的推理过程，即一切结论全部由文章得出。situation: A的real estate value 下降，而这意味着 基于property tax 的 real estate 的assessed value下降
但assessed value 在整个property tax中的比例没有下降。
根据原文：assessed value 在property tax 中的percentage = assessed value / all property tax 而现在 assessed value 下降, 但percentage 不变
所以结论应该是：all property tax也下降。
