我选的是E， 不知为何选C了，请NN指教。

usage:
someone bases something on something.
所以是C.
如果不知道such usage, 看到A&E的區別(to vs. with)就可以cross out因為compare to/with是一樣的(當然LZ在internet上會search到有人說兩者不一樣, 可是1. GMAT上的題都沒有傾向那一個usage, 2. arguable usage ETS通常不考, 免得被complain)
