做到这个题，答案是E，可是A哪儿错了？？四个动词并列很标准啊，除了最后多了个it。E如何理解？？？regulating？请大家指点迷经。

我来多事一下吧。几个并列平行的句子如果主语相同，是要省略主语的，这样才符合ETS关于concise的要求。

E中regulating是分词作后置定语修饰ordinance。

我在请教下，我怎们看这个题都感觉regulate做后面动词的平行最好，不过按照MM说的做分词也可以。那是不是可以说如果把A的it删掉，A就最完美了？？谢谢

恩，我也觉得如果把it去掉的话，是完美平行结构。不过，加了it是明显错误，所以只能排除掉了。
