where后面的那个they会不会指代不明呀，可以是lines呀，就近有复数名词呀
并且最好用through which 吧
觉得不是指代不明，where就是through lines,they再指lines逻辑不太通
从逻辑上入手可以看出，明明两个并列的递进成分，却把一个改成修饰成分，不合理
如果they指emergency calls 可以吗？
