the answer should be C and I am wondering whether D, besides the Anti-Cybersquatting Consumer

GMAT的原则是尽量简洁.可以直接用一个动词或者名词表达的,就不用定语从句来修饰。
而且D把一个表示结果的分句用一个独立句子来表示,改变了原句的中心也错。
这里用with the intent of doing sth比with the intent to do更适合表达这个intent的内容。
