For a trade embargo against a particular country to succeed, a high degree of both international accord and ability to prevent goods from entering or leaving that country must be sustained. A total blockade of Patria's ports is necessary to an embargo, but such an action would be likely to cause international discord over the embargo.
The claims above, if true, most strongly support which of the following conclusions?

E为什么错？不是和“a high degree of both international accord and ability to prevent goods from entering or leaving that country must be sustained”一致吗？

选项D, 因为A,B所以C。因为A, 但B可能不成立，所以C可能不成立。

选项E, 因为A,B所以C。因为B, 但A可能不成立，所以应该A.

请仔细体会D和E的不同逻辑意思，不要钻牛角尖。这里A,B,C不是选项A,B,C。 A=accord, B=ability to prevent...(or blockade), C=successful embargo.

因为封锁导致国际分歧, 所以国际不分歧一定意味着不封锁; 而只有封锁才能成功实现禁运, 所以国际不分歧即意味着禁运不成功. 所以E是个逻辑混乱的选项.
