这两句话啥意思阿? 看不懂......

Grootland共和国的税收系统鼓励借贷，在贷款利息方面给予税收优惠。

纳税系统也不鼓励存款，所有存款利息所得都要缴税。

就是政府鼓励消费，贷款时税收减免，存款时增加税收。
